Field events in Britain are in decline. That is not a contested claim.
England Athletics commissioned a Field Events Review in late 2024, prompted by "concerns over the depth of grassroots participation in field events and the transition of talented athletes from junior to senior level, alongside reflections on selections and performances at the Paris 2024 Olympic Games". Its situational analysis puts it plainly: field and combined events are 43% of the medals available in athletics at the Olympic Games, yet since 2000 the UK has won 6 medals in the jumps, 6 in the heptathlon, and 2 in the throws. Steve Backley described the same decline in Athletics Weekly in April 2024, as something structural rather than individual.
The England Athletics review stopped short of senior selection, deliberately. Its Terms of Reference state it "will not focus on World Class Performance responsibilities that fall under the direct remit and control of UKA", and refer those matters to a parallel UK Athletics review of "Field event development and leadership in the World Class space". England Athletics invited further input into the ongoing work.
This project looks at the area that was referred onward. It measures the decline in entrants and medals, asks what a field-event medallist's development actually looks like, asks whether UK Athletics' selection policy accommodates that, and asks what happens to an athlete who thinks it has not.
Everything is drawn from World Athletics data or published governing-body documents. Each page documents its own method and sources. Two of the eleven use javelin as a worked example, because it is the event where the underlying data in this website is most complete; both are marked accordingly.
The field events decline is measurable. Field events have been 48% to 55% of Europe's senior championship entrants in every four-year period since 2000. Britain's share has fallen from 36% to 25%. GBR field entrants have gone from 131 in 2016-2019 to 45 now; field medals from 12 to 4 to 3. Entrants and medals by country
GBR's overall medal conversion rate is roughly double the European average. 11.0% of entrants converted to medals in 2020-2023 and 11.05% in 2024-2027, against 5.6% and 6.0% for Europe. Taken alone, that is a fair case that a selective approach works.
But the efficiency is entirely a track phenomenon. In 2016-2019 GBR's track and field athletes converted entries to medals at almost identical rates, 8.8% and 9.2%. Track has since risen to 14.1% and 12.5%. Field has fallen to 4.3% and 6.7%. Track vs field split
Field athletes mature later. Javelin medallists at Olympics and World Championships average 27.8 years old for men, 28.6 for women, against 24.6 for men's 800m. That is about ten seasons of development from age 18, against six and a half. Men's shot, discus and hammer medallists are even older and women show a similar pattern. Ages of medallists
Field medallists have more prior championship experience before their first global medal. Men's javelin medallists competed at 5.4 senior championships (area, Olympic or World) on average before their first global medal, women's discus medallists 5.8 - the highest of nineteen events in each case, against as low as 1.9 for the least-experienced events. Global javelin medallists and top 8 finalists don't all progress neatly along a performance funnel during their career. Replicating at performance funnel based on medallist seasons best by age, shows that six in ten Olympic and World javelin medallists spent at least one season below the lower quartile of the medallist range for their age before their first medal. 1 in 10 Olympic and World javelin medalists spent more than half of their career (before their first medal) below the lower quartile. When looking at those in the top 8 at such final, 30% spend more than half of their career up to their first top 8 global finish, below the lower quartile. So does the UKA selection policy accommodate the slower-maturing pathway for field athletes? Of the 28 European federations compared, two state expressly that they need not fill an event place. The UK is one. Most countries select all their athletes who hold a qualifying position on the relevant 'Road to ...' dashboard with no further selection; another large group publish a national 'B' standard and then waive it, selecting the athletes with a qualifying position anyway. Almost every federation that could waive a 'B' standard for the 2026 European Championships did waive it and selected the athlete, so giving them major championship experience. How reliable a projected standard is depends enormously on the event. Across 28 senior events and 26 years of championships, the mark it actually took to reach a final swung by just 0.8% of its typical level between editions in the steadiest event tested (men's 110m hurdles), but by 6.2% in the most volatile (women's shot put) - throws and pole vault are consistently the least predictable, sprints and horizontal jumps the most. The obvious objection to leaning on history at all: couldn't a panel do better by looking at how this year's field is actually performing, shortly before the championships, rather than at past editions? How predictable is the qualifying mark, event by event?
No - that makes it worse, not better. We retro-tested that idea directly for men's javelin, alongside two more conventional history-based methods, against the actual mark needed to reach a European final over the previous nine championships. Ranking the field by how well they were actually throwing beforehand over-predicted the mark in every single edition, by 2.43m on average - worse than either history-based method, one of which was nearly unbiased at a typical error of 1.6m. The mark actually required has varied by four metres between editions. If retro-testing shows a method is inaccurate, you shouldn't hold to it - and "look at who's in form" turned out to be the least accurate method of the three. Predicting the qualifying mark
UK Athletics publishes no numeric standard, and no method. The UKA 2026 European Championships Selection Policy now sets no mark for any event and describes no numerical or statistical method for assessing progression or estimating what a championship will require. The Performance Funnel is named in UKA's published pathway selection policy but not in its championship selection policy where it may nevertheless be used. An alternative approach would be to join with the majority in Europe and to select all athletes with a qualifying position on the relevant 'Road to ...' dashboard with no further selection criteria, trusting instead in the World Athletics ranking mechanism. A selection panel judgement cannot be challenged. The current UKA Fast Appeals Procedure has four permitted grounds for appeal and it expressly excludes the ability to appeal against the panel's judgement and discretion. When the selection mechanism is based on judgement, with no published standards, that's tough. The Selection Policy describes no route for an athlete to put evidence to the panel in advance. It is about to get harder to qualify. World Athletics' Beijing 2027 rules require entry-standard marks to be set at a Category C competition or better. GBR hosted three such meets in 2026, 22nd of the 46 European countries with at least one. Beijing 2027 Category C pathway
The Code for Sports Governance already requires the transparency that would address most of this. Tier 3 organisations must publish a stakeholder engagement strategy covering elite athletes, reviewed annually by the Board. No UKA stakeholder engagement strategy was located in the sources checked.
Two other accounts of British field-event decline are worth reading alongside this one. Both approach it from development and coaching rather than from selection policy, and both reach the same broad conclusion from that direction.
England Athletics' Field Events Review (May 2025) was prompted partly by "concerns over the depth of grassroots participation in field events and the transition of talented athletes from junior to senior level, alongside reflections on selections and performances at the Paris 2024 Olympic Games".
Steve Backley, interviewed by Athletics Weekly in April 2024, framed the problem as structural rather than individual. He compares the state of British throws now to British middle-distance running in the late 1990s and early 2000s - "we were so good in the 80s and 90s" - and points to the current generation of British middle-distance athletes as evidence of what changes it, describing their successes as "more manufactured in that they seem to come from a well-structured, supportive system of development", and adding "there are some clues there in how to go about this". He also names individual coaches currently producing results in the throws as reason to think the position is recoverable.
The two pieces of work are complementary rather than overlapping, and it is worth being explicit about which is which.
What this project has that the Review does not: a country-by-country, period-by-period quantification of field-event entrant and medal share against the rest of Europe, extended to U20 level (pages 1-2); a systematic test, across every event rather than javelin alone, of how long athletes typically take to develop (pages 3-4); a direct statistical test of the two tools that inform UK Athletics' own selection judgement (pages 5 and 8); and an analysis of the Selection Policy and Fast Appeals Procedure themselves - whether an athlete can actually challenge a judgement-based decision (page 9) - which sits entirely outside the Review's scope. The Review does not attempt an international comparison, a quantitative test of any selection tool, or an examination of the senior selection or appeals process.
What the Review has that this project does not: club-level participation numbers, coaching workforce figures and facility investment trends that are not public; first-hand evidence from interviews and a two-part webinar series with coaches, officials, clubs and facility providers; and the standing, as an official Task and Finish Group reporting to the England Athletics Board, to propose - and for UK Athletics to actually implement - changes to coaching, facilities, competition structure and schools provision. This project has none of that: no participation data below international-championship level, no interviews, and no ability to act on any of it beyond publishing the analysis.
In short: the Review is mainly about why fewer people end up capable of being field athletes in the first place. This project is mainly about what happens to the ones who do, at senior selection, and whether the international results pattern is consistent with that story. Neither the Review nor the Backley interview examines senior or age-group selection policy, the appeals process, or the statistical tools behind selection judgements - which is the gap this project addresses.
Does the UK send fewer entrants to Olympics/Worlds than other European countries, and does that show up in fewer medals?
GBR's Olympic/World medal-conversion rate (medals as a share of entrants) has matched or exceeded the European average in 4 of the last 7 four-year periods since 2000. But that headline number hides a shift underneath it: while GBR does well on medals overall, field events have become a shrinking share of both its entrants and its medals - from 31% of entrants in 2000-2003 to 20% in 2024-2027. Page 2 has the full breakdown of that decline, which is where this project's central concern lives.
Does the UK send proportionally fewer field-event entrants than other European countries, and win proportionally fewer field medals?
Field events (including the combined events, which count as field) have been 45-53% of Europe's senior entrants at European/Olympic/World Championships in every period since 2000, but only 20-31% of GBR's - a gap that has widened, not narrowed, and is already visible at U20 level too. Europe also wins the majority of its own Olympic/World medals from field events (62-79% - Europeans are comparatively stronger there than in sprints/distance), while GBR's Olympic/World field-medal share fell to 13% (2020-2023) and 20% (2024-2027). England Athletics' own Field Events Review (May 2025) independently flags the same pattern: field disciplines are 43% of Olympic medals on offer, yet the UK has won only 6 jumps, 2 throws and 6 heptathlon medals since 2000.
How long is the development window in each event?
Javelin medallists average 27.8 (men) and 28.6 (women) years old, against 24.6 for men's 800m. A criterion applied annually across development is applied more times in late-developing events.
Is prior championship experience - at area, Olympic or World level - a precursor to global medals?
Men's javelin medallists averaged 5.4 senior championships (area, Olympic or World) beforehand, women's discus medallists 5.8 - the highest of all nineteen events in each case, against as low as 1.9 for the least-experienced events.
Did medallists actually stay within the funnel throughout their development?
Six in ten had at least one season below the line, so one season says little. Quite a few medallists had a fair bit of their career below the P25 funnel, sometimes half or more of their comparable seasons, before they won their first international medal.
Do other European federations select athletes who hold a world ranking quota place?
Of 28 federations, two state expressly that they need not fill an event place. Of the ten publishing a national standard, nine set it below the European Athletics standard so it can only affect ranking-route athletes, and nine of ten can and did waive it.
Does the mark it takes to reach a final move around by the same amount from one championships to the next in every event, or are some events much harder to predict than others?
Women's shot put swings by around 6.2% of its typical level between championships - about 7.5 times as much as men's 110m hurdles, the steadiest event tested (0.8%). Averaged by category, the throws (3.0%) are roughly twice as volatile as the jumps (1.5%) and the sprints/hurdles up to 800m (1.2%). Pole vault is the one jump that behaves like a throw on this measure.
How accurately can the mark needed to make a final be forecast?
A form-based method over-predicted in nine editions out of nine, by 2.43m on average. A simple historical average was nearly unbiased, with a typical error of 1.6m.
Where a Selection Policy is built around the panel's own judgement, does the Appeals Procedure give an athlete any way to test that judgement?
The Fast Appeals Procedure's four grounds of appeal expressly exclude the panel's judgement and discretion from challenge, while the Selection Policy hands most non-automatic decisions to open, unweighted, undisclosed-priority criteria - so the ground built to catch a bad process has very little to bite on once the Policy itself is written this openly. The Policy also describes no route for an athlete to put their own evidence to the panel in advance, and uses two different evidentiary thresholds - "capability" in its general objectives, "likelihood" in the round that decides most ranking-route selections - for what sounds like the same test.
World Athletics now requires entry-standard marks to come from Category C competitions or better - how many does the UK actually host, and in which events?
World Athletics now requires Beijing 2027 entry-standard marks to be set at a Category C competition or better. GBR hosted just 4 such meets in 2026, ranking 20 of 46 European countries with at least one - despite being one of the better-funded federations in Europe. Only the UK Championships offers a full outdoor field-event programme among them; the Diamond League meet is invitation-only and only hosts a subset of events each year.
What does governance require of UK Athletics on athlete engagement, and what is actually published?
The Code for Sports Governance requires Tier 3 organisations to publish a stakeholder engagement strategy covering elite athletes, reviewed annually by the Board. This page compares what is required with what is published, and with what other federations publish.
Pages 1-5 and 7 query World Athletics data directly and live, so their numbers move as new results are loaded; methods are documented on each page. Page 6 draws on our own database of federations' published selection-policy documents, not World Athletics data. Page 8 uses a static snapshot of nine historical European Championships editions rather than a live query (noted on that page - the underlying figures are WA-sourced, but not re-queried on each load). Page 9 is sourced entirely to two named, linked, public UK Athletics documents - the Selection Policy and the Fast Appeals Procedure - quoted and paragraph-cited directly; it does not draw on any confidential material. Page 10's category-count table queries World Athletics calendar data live from a database table refreshed by a scheduled loader; its per-event meet-programme table is a dated manual snapshot rather than a live query (noted on that page). This isn't a recommendation - that's a decision for UK Athletics, not for a personal data project. But it's worth asking honestly: given everything above, why would UK Athletics continue with a judgement-based approach for field-event selection?
There are real, non-statistical reasons a federation might. A selection panel can see things no dataset here captures - an injury history, a technical fault a coach has just fixed, an athlete peaking at the right moment. Sending someone with no realistic chance of reaching a final also has a real cost: a funded place, a travel and support budget, a share of coaching and physio time that could go to someone closer to medalling. A federation is entitled to decide that a smaller, more targeted squad is a better use of a fixed budget - that's a resource-allocation judgement, and no results dataset can settle it either way.
But the counter-arguments that are statistical claims - that judgement produces a more accurate read of who is genuinely competitive than the alternatives - don't hold up well against what this series has actually found. Pages 7 and 8 show that "look at who's in form right now" is not just unreliable but the least reliable of the methods tested, and that the mark it takes to reach a field-event final is often too volatile for any method to call with confidence. A companion comparison of results against selection mechanism at the most recent European Championships found GBR's own field-event squad converting entrants to finalists at a higher rate than the continent's more permissive federations managed on average - the opposite of what "we are more selective and therefore more accurate" would predict, though on a sample far too small yet to be conclusive either way.
So the honest version of the counter-argument looks less like "the data shows judgement works" and more like "judgement may be a defensible way to spend a limited budget, but nothing here supports treating it as a more accurate predictor of who will actually perform." Those are two different justifications. Only one of them can be tested with results data at all, and the one that can has not, so far, been well supported by it.
